The CBSE multiplier of 9.5 was worked out by the board from the average performance of students in its top grade. Universities choose their own method, and some change it between batches, which is why the calculator lets you enter a custom multiplier and offset.
When you need the percentage
Job applications, entrance exams, scholarships and admission forms for study abroad often ask for a percentage even when your marksheet only shows a CGPA. Use the official formula from your board or university, write it on the form if there is space, and keep a copy of the conversion certificate if your university issues one.
A note on accuracy
A converted percentage is an equivalent, not your exact marks. Two students with the same CGPA can have different actual totals. If the institution you are applying to publishes its own conversion rule, that rule wins.
